14. APPLICATION BY FOUGERE ARCHITECTURE INC. FOR REZONING AT 10611 AND 10751 RIVER DRIVE FROM THE “INDUSTRIAL STORAGE (IS)” ZONE TO THE “LOW TO MID RISE APARTMENT (ZLR46) – BRIDGEPORT” ZONE (File Ref. No. 12-8060-20-010454, RZ 21-941625) (REDMS No. 7157412, 7157464) R23/9-8 It was moved and seconded That Richmond Zoning Bylaw 8500, Amendment Bylaw 10454 to create the “Low to Mid Rise Apartment (ZLR46) - Bridgeport” zone, and to rezone 10611 and 10751 River Drive from the “Industrial Storage (IS)” zone to the “Low to Mid Rise Apartment (ZLR46) - Bridgeport” zone, be introduced and given first reading. The question on the motion was not called as discussion took place on the retention of trees and the proposed amenity space. In response to a query from Council, staff advised that Parc Riviera entered into a Servicing Agreement for dike improvements, however should the improvements not be completed by Parc Riviera the developer of the development at 10611 and 10751 River Drive would be required to enter into a Servicing Agreement and complete the works. The question on the motion was then called and it was CARRIED with Cllr. Wolfe opposed.
