A Heritage Revitalization Agreement and Heritage Alteration Permit at 3831 Moncton Street are
proposed to support the conservation of a protected heritage building, Ikeda Dry Goods, located
in the Steveston Village Heritage Conservation Area, and permit the construction of a new three-
storey hotel building at the rear of the property. A concurrent amendment to the OCP (Steveston
Area Plan) is also required to permit consideration of three storeys on the rear portion of the
property.
The proposal includes the owner’s obligations to retain and rehabilitate the Ikeda Dry Goods
building, including restoration of the storefront, structural repair, and the preservation and
restoration of other character-defining elements, together with the construction of a new three
storey building at the rear of the site. The heritage building and the new three storey building are
proposed to be used for a 10-suite hotel and associated management and operational uses, and a
retail unit fronting Moncton Street.
