Application No.: 7922-0187-00
Planning & Development Report
Page 3
•
Following the Regular Council – Public Hearing meeting, the applicant approached staff to
discuss the potential for converting the project from market strata to market rental housing.
City staff support the proposal given it will allow for construction of much-needed market
rental dwelling units in Guildford.
Current Proposal
•
In order to accommodate the revised proposal, staff are seeking Council endorsement and
bylaw introduction for a Housing Agreement to secure all 116 proposed dwelling units as
market rental housing for a period of 60 years.
•
The applicant also proposes internal changes to the floor plans that will allow for an increase
in the number of dwelling units achieved from a total of 109 (under the previous proposal) to
the currently proposed 116 dwelling units. The proposal complies with all other aspects of the
CD Zone, including the Floor Area Ratio (FAR), and will not result in any changes to the
exterior form and character of the building that was previously presented to Council.
DEVELOPMENT CONSIDERATIONS
Engineering & Transportation Considerations
•
The project is subject to all conditions listed in the engineering requirements in the Planning
& Development Report dated July 10, 2023 included as Appendix B.
Housing Agreement
•
Section 483 of the Local Government Act authorizes local governments to enter into Housing
Agreements, for terms and conditions agreed to by the owner and the local government, that
pertain to the occupancy of the housing units.
•
The applicant has proposed to enter into a Housing Agreement with the City of Surrey that
will allocate all 116 proposed dwelling units as market rental housing for a period of 60 years.
•
A Restrictive Covenant will be registered on title to require payment of applicable amenity
contributions should the units be converted to market strata units at any time after the
Housing Agreement expires.
•
The Housing Agreement Bylaw will be brought forward for consideration of Final Adoption
concurrently with the associated OCP Amendment, Rezoning Bylaw, Development Permit
and Development Variance Permit, once all of the outstanding conditions associated with
the application are fulfilled.
CONCLUSION
The proposed Housing Agreement will support efforts to provide a mixture of different housing
tenures, increase the supply of purpose-built rental housing stock and provide market rental
housing within close proximity to a future SkyTrain station, all of which align with the objectives
of the OCP. The proposed conversion of the dwelling units from market strata to market rental
will support the delivery of much needed rental housing and is therefore supported by staff.
