Permit the required vehicle parking to be provided off-site. No on-site parking spaces are proposed; however, the HRA requires the applicant to secure six off-site parking stalls within 150 m of the site (or other location as otherwise agreed to by the Director of Transportation). One of the objectives in the Steveston Area Plan is to consider parking reduction opportunities to help achieve the City’s heritage conservation and management goals in the Steveston Village HCA. Typically, a 33 per cent reduction from applicable Zoning Bylaw commercial parking requirements can be considered for new developments. Allowing the required parking to be secured off-site is proposed to ensure long-term conservation of the heritage building and facilitate the development. The six required parking stalls is inclusive of the 33 per cent reduction. Following adoption of the HRA and prior to issuance of the building permit, the owner will be required to enter into a legal agreement, registered on Title, requiring the provision of the off-site parking spaces prior to occupancy of the hotel, for the duration of the hotel operation.
