Building Deconstruction
for Reconstruction Plan, prepared by Ance Building Services Co. Inc. The plan identifies the
heritage building elements and outlines the appropriate approaches for cataloging, careful
deconstruction and material salvage. The First Nations Building Reconstruction Concept Design,
prepared by StudioHub Architects Ltd. sets out the exterior of proposed reconstructed building.
Recommendations put forward in this application follow Parks Canada Standards and Guidelines
for the Conservation of Historic Places in Canada where applicable.
First Nations Building Committee and Richmond Heritage Commission Consultation
Staff met with the Committee and presented information about the proposed work. The Committee
reviewed the concept design, provided input on proposed exterior elements, and endorsed the
proposed deconstruction and reconstruction approach. See Attachment 3 for excerpts of the First
Nations Building Committee meeting minutes from October 17, 2025 and the draft minutes from
June 2, 2026.
The proposed alterations were also reviewed and supported by the Richmond Heritage Commission
(RHC) at their regular meeting on June 17, 2026. An excerpt from the draft RHC meeting minutes
is attached (Attachment 4). The RHC recognized the need for a First Nations interpretive space on
the Site and recommended the following amendments to the application for staff consideration:
1. Reinstate the wood gutters in the new building; and
2. Look into the possibility of retaining the window opening on the east side of the building.
The HAP application has been revised to incorporate wood gutters, and staff will assess the second
recommendation as part of the ongoing design development.
A HAP notification sign outlining the proposed alterations has been installed on the subject
property. Prior to the commencement of construction, additional signage will be installed to inform
the public about the project and the associated impacts to the Site. Information about the project will
also be made available to the public through the Britannia Shipyards website.
Proposed Scope of Work
Building Deconstruction
This HAP application includes the deconstruction of the Building and reconstructing it with heritage
elements original to the building. The deconstruction work will be undertaken by qualified
contractors with demonstrated experience in heritage restoration and conservation projects, under
the oversight of a heritage consultant. Deconstruction will be carried out in a deliberate, systematic
manner, with building elements removed individually to maximize the retention of original heritage
fabric and minimize damage to salvageable materials.
Throughout the process, building components will be documented, catalogued, and photographed to
record their original location and condition, supporting accurate reconstruction where possible.
Salvaged materials identified for reuse will be labelled, inventoried, and stored until required for
reconstruction.
