Heritage Alteration Permit Application (HA 26-011972) by the City of Richmond – 5180 Westwater Drive (First Nations Building)

The proposed alterations were also reviewed and supported by the Richmond Heritage Commission (RHC) at their regular meeting on June 17, 2026. An excerpt from the draft RHC meeting minutes is attached (Attachment 4). The RHC recognized the need for a First Nations interpretive space on the Site and recommended the following amendments to the application for staff consideration: 1. Reinstate the wood gutters in the new building; and 2. Look into the possibility of retaining the window opening on the east side of the building. The HAP application has been revised to incorporate wood gutters, and staff will assess the second recommendation as part of the ongoing design development.
