That:
1.
Council approve Temporary Use Permit No. 7922-0259-00, to proceed to
Public Notification.
2.
Council instruct staff and applicant to resolve the following issues prior to
final approval:
(a)
ensure that all engineering requirements and issues including
restrictive covenants, dedications, and rights-of-way where necessary,
are addressed to the satisfaction of the General Manager, Engineering;
(b)
submission of a finalized hydrology report to demonstrate on-site detention
measures to the satisfaction of the General Manager, Engineering;
(c)
submission of a finalized landscaping plan and landscaping cost
estimate to the specifications and satisfaction of the Planning and
Development Department;
(d)
submission of a finalized tree survey and a statement regarding tree
preservation to the satisfaction of the City Landscape Architect;
(e)
the applicant satisfy the deficiency in tree replacement on the site,
to the satisfaction of the Planning and Development Department;
(f)
submission of a finalized Riparian Area Protection Regulation
(RAPR) assessment to the Ministry of Forests, Lands, Natural
Resource Operations and Rural Development;
(g)
demolition of existing buildings and structures, other than those
identified in the Temporary Use Permit, to the satisfaction of the
Planning and Development Department;
(h)
registration of reciprocal access easements over/between all three
properties: 2944 - 192 Street, 2924 - 192 Street and 2957 - 194 Street; and
(i)
registration of a Restrictive Covenant for right-in/right-out access
only onto 192 Street.
