提前投票增加，是一条长期趋势

把时间拉回二十年前，提前投票越来越普遍的趋势更清楚了。Richmond在2005年有1,814张提前票，2008年2,942张，2011年4,448张，2014年6,557张，2018年8,920张；2022年曾回落到7,247张，今年则达到17,464张，约为2005年的9.6倍。
Surrey在已有完整提前票汇总的2014—2026年间，从11,613张增至22,179张、35,713张，再到52,600张，十二年增至约4.5倍。
两市都从2005届起列出历史：那一年Richmond全期总票30,051，Surrey为83,997。Surrey在2008年回落到61,965，2011年回升到70,253。参与人数有起伏，越来越早投票则是另一条值得单独观察的变化。

结果接上来了：今年也有更多全期参与

提前投票增加，是这篇文章的起点；结果公布之后，全期参与便接上了这条曲线。按市府正式结果统计，Richmond共57,771张总票，Surrey共134,393张，两市都超过2022。
Richmond比2022多22,678张，增加64.62%；Surrey多15,485张，增加13.02%。因此，今年看到的已经不只是选票从一般投票日移到提前阶段，全期投票人数也确实增加了。
投票率回答的则是另一个问题：投票的人，占相应选民分母多少？本届两市公布率分别为40.60%和37.34%，图中以空心点单列，保留它们与历史估算口径的区别。

Richmond：提前投票更普遍，全期参与回升

Richmond的提前票占比，从2005年的6.04%、2008年的10.62%、2011年的14.29%，升到2014年的16.29%、2018年的18.43%、2022年的20.65%；按今年正式总票复算，已到30.23%。大约每十张选票中，有三张提前投下。
全期总票也走出了2022年的低谷：57,771不仅超过2022的35,093，也超过2018的48,412。今年提前票增长的同时，其他投票方式合计还有40,307张。
市府此前公布的投票率为40.60%，此次正式文件确认总票，仍未给出该率分母。较早的同口径历史曲线仍保留2014的31.26%、2018的36.45%和2022的24.52%；本届另作标记。更清楚的变化，是提前投票更普遍，而全期参与人数也明显回升。

Surrey：提前票连增，总票也继续增加

Surrey的长期参与并非一路向上：全期总票从2005的83,997，降到2008的61,965，2011回升到70,253。今年正式总票达到134,393，比2018的110,920和2022的118,908都高。
提前票从2014的11,613、2018的22,179、2022的35,713，增至今年52,600。它在全期总票中的占比，也从2018的20.00%、2022的30.03%，升到今年39.14%，接近每五张中有两张。
今年提前票比2022增加47.29%，全期总票增加13.02%。增长同时出现在投票时间和参与人数上，只是提前阶段增长得更快。市府正式逐站表列359,921名登记选民（结果JSON的eligibleVoters字段也为此值），公布投票率37.34%；与历史估算合资格选民口径分开看。

不只投得更早，也投出了更多总票

把结果接回来，今年已经可以多说一步：两市的提前票和全期总票都增加了。Richmond全期参与走出2022低谷，Surrey则在原有规模上继续增长。
与此同时，提前票在全部选票中的占比继续上升。越来越早投票，已是这段长期历史中很鲜明的变化；今年的全期总票增长，则让这次变化不只停留在时间安排上。
接下来值得继续讨论的是，怎样让更多合资格选民方便地完成投票，以及参与人数能否持续跟上选民规模。便利安排、人口变化和每届选举的具体背景，都可以沿着这组历史数据继续探讨。

数据注释：口径与报告差异

2026采用10月21日正式声明及正式逐站统计。Surrey总票较初步版减少44张，候选人票数同步修订；Richmond票数不变。Richmond公布总票57,771及40.60%，页面未明示分母，本文不倒算；Surrey公布总票134,393、登记选民359,921及37.34%，计票机164/164完成。市府公布率以空心点单列，不与历史CivicInfo估算合资格选民率连线；不能直接把二者相减作为同口径的百分点增幅。提前票占比统一按“提前票÷全期总票”复算。
历史窗口仍为2005—2026；Surrey2005、2008、2011的提前票官方汇总及两市部分早期估算分母待补。Surrey2014总票在CivicInfo与市府回列表中有差异，该届仅保留已核实提前票。
Surrey2026逐日合计52,605包含5张已发出但未投下票，仍采用实际52,600。Richmond2022提前票占比按逐站表复算20.65%；Surrey旧报告服务时数432与288有差异。其余逐届分母和原表备注保留在下方。

    Voter Turnout

    Elections BC reported that as of July 2022, 339,640 individuals were registered to vote in Surrey,
    reflecting a 6.5% increase in voters since 2018. For the 2022 Election, the City experienced a voter
    turnout of 34.6% out of the 339,640 eligible voters. This represented a 0.2% increase over the 2018
    Election results where 34.4% of the 322,000 eligible voters cast their vote. Voter history

    Advance Voting Opportunities

    Advance voting opportunities were held on October 5, 8, 9 and 12, 2022 from 8:oo am to 8:oo pm
    at five City of Surrey recreation centre locations and one surrey school site. With a total of nine
    polls at these six advance voting locations, there was an increase in voting hours from 288 in 2018
    to 432 in 2022. This contributed to a 61% increase in early voter turnout, from 22,179 in 2018 to
    35,713 in 2022.
