Strategic Objective 4: Investment Ready Unlock the full potential of Richmond's employment lands by protecting and enhancing existing assets, including improving access to servicing and amenities where needed.  Outcome 4.1 - Highly Productive Employment Areas: Actions focus on protecting and enhancing designated employment lands including transit-oriented development areas, advancing site servicing in specific under-developed industrial areas, exploring performance-based zoning around well-connected waterfront sites, and exploring new forms of agri-industrial activity and agri-tourism to strengthen farm viability.  Outcome 4.2 – Amenity-Rich Mixed-Use Areas: Actions focus on attracting and growing businesses in City Centre, strengthening suburban mixed-use village centres, supporting placemaking through wayfinding and tourism initiatives, exploring temporary activations of underutilized spaces, and expanding the mobile vending program.
