Planning & Development Report
Page 11
•
The development proposal conserves approximately 3,720 square meters of the subject site
through Riparian Conveyance which is 2.5 % of the total gross area of subject site. This
method of GIN retention/enhancement will assist in the long-term protection of the natural
features and allows the City to better achieve biodiversity at this location consistent with the
guidelines contained in the BCS.
Form and Character Development Permit Requirement
•
The proposed development is subject to a Development Permit for Form and Character.
•
The proposed changes to the site plan triggered by the proposed Streamside Setback variance
and the reduction in the active public park size have caused some minor adjustments to the
overall site plan. The easterly buildings along the riparian area have become elongated, and a
building has been added south of the active public park site, as the park site decreased in area
and Lot 6 increased in size. In total, the number of units went from 3,243 units to 3,478 units.
•
The overall form and character of the proposal is substantially similar to the General
Development Permit for the larger site that was granted approval to draft by Council on
November 20, 2023. There are no new roads, or connections, or uses. The building that was
added south of the active public park site utilizes the same typology as the other “I”-shaped
buildings on the site.
•
The design has been further advanced on proposed Lot 2, as per the Lot 2 Detailed
Development Permit that was considered by Council on December 16, 2024 and received
approval to draft.
•
There are a number of Urban Design items that remain outstanding that will be addressed
prior to Final Adoption of the General Development Permit as well as through the Detailed
Development Permit process for proposed Lot 2. These items include: approach to site and
building layouts; on-site vehicle access and routing; outdoor amenity space configurations
and locations; site and building grading; building massing; public realm interface; detailed
elevation design and landscape design.
TREES
•
The applicant has submitted two arborist reports, one for Application No. 7922-0221-00 and
one for Application No. 7922-0222-00. The two arborist reports are considered separately
below.
Arborist Report for Application No. 7922-0221-00 (7790 King George Boulevard)
•
Connor Gritter, ISA Certified Arborist of Mike Fadum and Associates Ltd. prepared an
Arborist Assessment for the subject site. The table below provides a summary of the proposed
tree retention and removal. A detailed list of the proposed tree retention and removal by tree
species can be found in (Appendix III):
•
All trees identified for removal, retention and/or replacement are subject to change prior to
final approval of the arborist report.
