As reconsideration of Bylaw No. 21741 was added to the agenda during the adoption of the Regular Council – Public Hearing agenda, Council was requested to vote on rescinding final adoption of the bylaw. The Legislative Services Manager advised that if Council, on the reconsideration, votes to reject its original decision to adopt the bylaw, then the bylaw is of no effect and deemed to be repealed. Councillor Hepner noted concerns regarding the small scale multi-unit housing lot size and the potential parking impacts, and requested that further studies should be done before implementing small scale multi-unit housing in the area. It was Moved by Mayor Locke Seconded by Councillor Kooner That Council rescind final adoption of "Surrey Zoning By-law, 1993, No. 12000, Amendment Bylaw, 2025, No. 21741", granted by Resolution RES.R26-1073, at the May 11, 2026, Regular Council – Land Use meeting. RES.R26-1164 Carried With Councillors Annis, Bose, Elford and Nagra opposed. It was Moved by Mayor Locke Seconded by Councillor Stutt That Council rescind the issuance of Development Variance Permit No. 7920-0144-01, granted by Resolution RES.R26-1074, at the May 11, 2026, Regular Council – Land Use meeting. RES.R26-1165 Carried With Councillors Annis, Bose, Elford and Nagra opposed. It was Moved by Mayor Locke Seconded by Councillor Kooner That Council rescind the issuance of Development Permit No. 7920-0144-00, granted by Resolution RES.R26-1075, at the May 11, 2026, Regular Council – Land Use meeting. RES.R26-1166 Carried With Councillors Annis, Bose, Elford and Nagra opposed.
