registration of a Section 219 Restrictive Covenant to adequately address the City’s
needs with respect to public art, to the satisfaction of the General Manager Parks,
Recreation and Culture and with respect to the City’s Affordable Housing Strategy
and Tier 1 Capital Project CACs, to the satisfaction of the General Manager,
Planning & Development Department.
BACKGROUND
•
At the July 22, 2024, Regular Council - Land Use Meeting, Council considered Development
Application No. 7922-0195-00 for a TCP amendment (Cloverdale Town Centre Plan),
Rezoning, Development Permit (Form and Character), and Heritage Revitalisation Agreement
(HRA) for a nine-unit townhouse development, which includes the relocation, adaptive re-
use, and maintenance of the Currie-Johnson House as a dwelling unit (Appendix B). The
bylaws for the Rezoning and the HRA were granted Third Reading at the Regular Council –
Public Hearing Meeting on September 9, 2024.
•
The applicant is seeking to amend the architectural drawings and conservation plan appended
to the HRA Bylaw to facilitate the replacement of exterior wooden windows with vinyl replicas
on the east and south facing elevations of the Currie-Johnson House. All other project details
remain unchanged.
HERITAGE REVITALIZATION AGREEMENT AMENDMENT
•
The applicant is proposing to replace Appendices “A-1 Plans and Elevations” and “B Heritage
Conservation Plan” in Heritage Revitalisation Agreement Bylaw 2024, No. 21325 (Appendix A).
•
The applicant has requested the revisions to the Heritage Conservation Plan and the
supporting Plans and Elevations due to the deteriorating state of the wooden windows. The
condition of the widows has made their refurbishment more complicated and costlier than
originally anticipated.
•
The applicant is proposing the replacement of the wooden windows with vinyl replicas on the
south and east façade of the Currie-Johnson House, which are not highly visible from 60
Avenue or 173B Street. The north façade, and to a lesser extent the west façade, are where the
building’s architectural and aesthetic value lies.
•
The proposed changes to Bylaw, 2024, No. 21325 are supported by staff as the impact to the
heritage value of the house is negligible.
CONCLUSION
Staff support the proposed amendments to HRA Bylaw, 2024, No. 21325, by replacing Appendices
“A-1” and “B” to allow for the replacement of deteriorating wooden windows with vinyl replicas on
the south and western façade of the Currie-Johnson House. The applicant will continue to repair
and retain or replace the wooden windows on the west and north façades which are street facing
and notably where the building’s heritage value and character elements are drawn from.
