It was Moved by Councillor Kooner Seconded by Councillor Hepner That: 1. a Bylaw be introduced to enter into a Housing Agreement and be given First, Second and Third Reading (Appendix A). 2. Council instruct staff to resolve the following issues prior to final approval: (a) the applicant enter into a Housing Agreement with the City to secure the tenure of 62 rental dwelling units for 60 years; (b) registration of a Section 219 Restrictive Covenant requiring the applicant to pay all applicable contributions for Public Art, Affordable Housing and/or Capital Projects Community Amenity Contributions should the project be converted from rental housing to market units at any point in the future, after expiry of the Housing Agreement; and (c) resolution of all outstanding issues identified in the Planning & Development Report for Development Application No. 7923-0210-00, dated November 3, 2025 (Appendix B), except for those items related to payment of Tier 1 /Tier 2 CACs, Public Art and Affordable Housing for the residential portion of the proposal.
