Staff Report to Council Application No.: 7923-0013-00 Planning & Development Report Page 4 • The proposed development complies with the OCP Amendment Bylaw and CD Bylaw that are both currently at Third Reading, as the proposal involves a slight decrease in density rather than an increase, so no revisions to these bylaws are proposed. • The form and character of the proposed development remains generally consistent with the draft Detailed Development Permit drawings supported by Council on February 24, 2025 with the exception of the highlighted proposed revisions outlined above. The building design, architectural expression, site, and landscaping plans remain generally the same. The proposed number of bicycle parking spaces is 203, exceeding the 178 spaces required. Housing Agreement • Section 483 of the Local Government Act authorizes Local Government to enter into a Housing Agreement for affordable and special needs housing. • Typically, Housing Agreements include the terms and conditions agreed to by the Local Government and the owner regarding: o the form of tenure of the housing units;
