The BC Housing Management Commission (BC Housing) has applied to the City of Richmond
for a new Temporary Use Permit (TUP) at 2520, 2540, 2560, 2580, 2600, 2640 Smith Street and
9031 Bridgeport Road. The original TUP that was granted in 2021 and then renewed in 2024 and
is set to expire on March 15, 2027. A new TUP would enable the continued operations of the
three-storey 40-unit modular supportive housing building, known as Aster Place, accessed from
Smith Street (Attachment 1) and until March 15, 2030. The 2,348 m2 City-owned site is zoned
“Light Industrial (IL)”.
This staff report addresses the relevant policies applicable to the use of the property. There has
been no change to the existing building structure or on-site landscaping installed under the
original 2021 TUP.
