DEVIATION FROM PLANS, POLICIES OR REGULATIONS • None. RATIONALE OF RECOMMENDATION • Development Application No. 7922-0112-00 was initially introduced to Council on May 1, 2023. The application proposed a Rezoning and Development Permit for Form and Character to facilitate the development of a two-storey child care facility for 146 children, which included underground parking (Appendix I). The applicant subsequently submitted a revised proposal to replace the underground parking with surface parking, resulting in a broader redesign of the proposal with an expanded outdoor play space on the roof. • The revised proposal complies with the CD Zone at Third Reading and would allow the facility to accommodate approximately 120 children, with the final capacity to be determined through Fraser Health licensing. • The proposal complies with the Development Permit requirements in the OCP for Form and Character. • The proposal generally complies with the Surrey Child Care Guidelines, with consideration of providing a strong public interface and outdoor play spaces.
