City of Richmond Comments on the Proposed Metro 2050 RGS Amendment
City staff have reviewed Metro Vancouver’s staff report and conclude that it has limited land use
impacts to the City of Richmond, even if new SSAs are designated in other municipalities.
As outlined in the Metro Vancouver staff report, the proposal presents an equitable approach for
SSAs in that all member municipalities can propose new SSAs by December 31, 2027, after
which any future consideration of new SSAs would only occur through the development of a
new RGS. The Metro Vancouver staff report also recommends initiating further process
improvements to streamline RGS amendments, and further engagement with Surrey and support
for the city-led servicing and land use analysis for the southeast Surrey area to better understand
the implications of potential development. Southeast Surrey, which is located adjacent to the
U.S. border and the Township of Langley, comprises about 80 percent of the City’s Rural lands
with most lands outside the UCB and ALR.
Adding new SSAs may identify potential future growth areas, but any servicing extensions
would require technical, financial, and capacity reviews through existing Metro Vancouver
utility approval processes. Further, any site-specific amendments to Metro 2050 would require
further technical and financial analysis.
Staff recommend that this report and the comments described within, be endorsed and submitted
to the MVRD Board as part of Metro Vancouver’s consultation process.
Special Study Areas for Richmond
Richmond does not currently have any SSAs, and the introduction of any new SSAs within the
city is not being considered currently. Should the proposed Metro Vancouver Regional District
Regional Growth Strategy Amendment Bylaw No. 1456, 2026 be adopted, it is recommended
that staff review whether the City of Richmond should pursue identification of any SSAs and
report back prior to the December 31, 2027 deadline.
