This report recommends expanding the IMBL to include the Township of Langley as it would
create a larger regional market in which business can operate across jurisdictional boundaries.
This expansion will reduce “red-tape” and resultant administrative and cost burdens for
Richmond based businesses who wish to operate in the Township of Langley as well as in any
other of the participating municipalities. Moreover, there will be no additional licence fee charge
as the current licence fee for the IMBL Program will remain the same at $300.00.
The licensing, administration, and revenue sharing structure of the current Metro West IMBL
program will also remain unchanged in the expanded Metro West IMBL program. Businesses
will have to purchase a licence in their home municipality and pay an additional fee to obtain the
IMBL. Partner municipalities would retain 90% of the revenue from any licences they issue, and
10% of revenue would be shared evenly with the partners.
