Before the question was put, a friendly amendment was accepted directing staff to expand the assessment of current and projected workforce housing needs in Surrey beyond public safety and health care workers. The vote was then taken on the motion, as amended: That Council direct staff to prepare a report by September 21, 2026 on the feasibility of establishing an Affordable Workforce Housing Program in the City of Surrey, addressing the following: • A review of workforce housing programs operating in other BC municipalities, including program structures, eligibility criteria, funding models, and lessons learned; • An assessment of current and projected workforce housing needs in Surrey; • Identification of potential sites, partnership opportunities with BC Housing, health authorities, and non-profit housing societies, and available Provincial funding programs; • Consultation with key stakeholders, including the Surrey Fire Fighters' Association, Surrey Police Service, and Fraser Health Authority; and • Preliminary program options and a recommended implementation roadmap for Council's consideration.
