Staff Report to Council Application No.: 7922-0142-00, 7922-0142-01 Planning & Development Report Page 4 SITE CONTEXT & BACKGROUND Context & Background  Development Application No. 7922-0142-00 received final adoption from Council at the Regular Council – Land Use meeting on June 10, 2024, for rezoning from RA to RF-13, and final approval of Development Permit No. 7922-0142-00 for sensitive ecosystems and hazard land. Subsequent to this, but prior to subdivision plan signing by the Approving Officer, the applicant approached staff with a revised layout, and proposal to vary the streamside setback requirements, resulting in a revised layout, increasing the lot depth of the proposed residential lots and reducing the size of the land to be conveyed to the City.  To the south of the subject site, Development Application No. 7922-0116-00 received final adoption for rezoning, and subdivision, and issued DVP to vary streamside setbacks. DEVELOPMENT PROPOSAL Planning Considerations  The applicant is proposing a DVP to vary the streamside setback, and a Development Permit for Sensitive Ecosystems and Hazard Land in order to permit subdivision into four single family lots and one lot to be voluntarily conveyed to the City for conservation purposes. Proposed Lot Area Gross Site Area: 0.6 ha Park Lot Conveyance: 0.4 ha Net Site Area: 0.2 ha Number of Lots: 4 residential lots Unit Density: 18.6 lots per ha Range of Lot Sizes 516 to 576 sq. m Range of Lot Widths 14 m Range of Lot Depths 38 to 44 m Referrals Engineering Land Development: Previous comments are still applicable as the changes to the rear lot lines do not impact servicing requirements. Parks, Recreation & Culture: Parks will accept the conveyance, without compensation, of 0.4 hectares of aquatic and riparian area to satisfy “maximum safeguarding” requirements of the Sensitive Ecosystem Development Permit Area guidelines. A restoration agreement is required for restoration, monitoring and maintenance of the conveyed area.
