After a two-year trial period that commenced on July 22, 2013, Council approved the City of
Richmond’s participation as a permanent member of the Metro West Inter-Municipal Business
Licence (IMBL) program (the “IMBL Program”) on December 14, 2015. The IMBL Program
was initially introduced to reduce costs and administrative burdens for construction related,
building repair and maintenance businesses.
On November 12, 2024, the IMBL program was expanded and approved by the participating
Councils to also allow in-home health care professionals and services in order to support in-
home medical care, transportation, companionship, and in-home recovery assistance.
In the Spring of 2026, staff from each of the six participating municipalities Burnaby, Delta,
New Westminster, Richmond, Surrey, and Vancouver, agreed to expand the current IMBL
agreement to include the Township of Langley. In order to amend the agreement, staff must
propose by-laws amendments to their respective councils, including the Township of Langley, by
October 15, 2026. If all Councils approve, the expanded IMBL will take effect on January 1,
2027.
