DEVELOPMENT PROPOSAL Planning Considerations • The applicant is proposing to vary the side yard (north) setback of the General Agriculture Zone (A-1) from 15 metres to 7.32 metres to allow the construction of a barn, as shown on the site plan attached as Schedule A to Appendix I. • The proposed barn that will be used for the storage of produce, farm machinery, and a worker’s lunchroom and restroom area. Referrals Engineering: The Engineering Department has no objection to the project subject to the completion of Engineering requirements as outlined in Appendix II. Agriculture, Environment, and Investment Advisory Committee (AEIAC): The new barn location is generally supported. The applicant should work to maximize planting area on the west side of the property once the existing barn is removed. POLICY & BY-LAW CONSIDERATIONS Setback Variance • The applicant is requesting the following variance: o to reduce the minimum east side yard setback of the A-1 Zone from 15.0 metres to 7.32 metres to the principal building face; • Rationale: o The proposed siting of the new barn will limit the disturbance to the farmable (northern) portion of the property o A Green Infrastructure Network (GIN) corridor runs along the western side of the property on the west side of an existing single family dwelling. The existing blueberry farmland is located to the north of the dwelling, restricting barn construction to the eastern portion of the property. o An Environmental Assessment was conducted according to the Ministry of Agriculture’s Riparian Factsheet and Erosion and Sediment Control Bylaw by Libor Michalak, R.P. Bio. The Assessment provided best management practices in order to protect the minimum setback areas of a Class AO Ditch north of the proposed barn.
