R26/12-6 It was moved and seconded ( 1 ) That the application by BC Housing Management Commission for a new Temporary Use Permit that permits a three-storey supportive housing building with 40 studio units at 2520, 2540, 2560, 2580, 2600, 2640 Smith Street and 9031 Bridgeport Road be considered for a period of three years starting on March 15, 2027, through to March 15, 2030; and ( 2 ) That the application be forwarded to the July 20, 2026, Public Hearing at 5:30 pm. The question on Resolution R26/12-6 was not called as discussion ensued with respect to (i) the Medical Health Officer letter of support, noting supportive housing is an important component of the housing continuum, (ii) staff correspondence regarding the recent cancellation of the Province’s Community Housing Fund, and subsequent introduction of the joint Provincial/Federal $5 billion Community Strong Fund, (iii) notification to neighbouring residents and businesses (radius of 100 metres within the area), (iv) concern regarding the extended length of stay once in supportive care, as the next level of subsidized housing is not available, which contradicts the housing continuum of care, (v) reported negative impact to neighbouring businesses (one business citing over 700 incidents in one year), and the need to look at ways to ensure the site is a good neighbour, and (vi) the Memorandum of Understanding should be reviewed to ensure it is as strong as it can be. In response to queries from Council, staff noted (i) the site opened in 2023 with 38 of the 40 units initially occupied, and 80% of those residents are still there, (ii) one piece of correspondence has been received in response to the Temporary Use Permit Application, and (iii) the selection of tenants to any of the City’s supportive housing sites is based on an assessment of need. The question on Resolution R26/12-6 was then called and it was CARRIED with Cllrs. Heed and Loo opposed.
