Metro Vancouver Regional District Board Meeting Minutes Friday, February 28, 2025 Page 14 of 18 2.2 Metro 2050 Type 3 Proposed Amendment – City of Surrey (15238 - 64 Avenue) Report dated February 10, 2025 from Dorothy Shermer, Corporate Officer, and Heather McNell, Deputy Chief Administrative Officer, Policy and Planning, providing the MVRD Board with a summary of comments received as a result of the notification to affected local governments and agencies, as well as an opportunity to consider adoption of Metro Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1396, 2024. It was MOVED and SECONDED That the MVRD Board: a) receive for information the comments from affected local governments and agencies as presented in the report dated February 10, 2025, titled “Metro 2050 Type 3 Proposed Amendment – City of Surrey (15238 - 64 Avenue)”; b) adopt Metro Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1396, 2024; and c) accept the City of Surrey’s amended, and corresponding, Regional Context Statement showing 15238 - 64 Avenue amended from an Agricultural to an Industrial regional land use designation and extending the Urban Containment Boundary. CARRIED 2.3 MVRD Development Cost Charge Waiver or Reduction for Not-for-Profit Rental Housing Bylaw No. 1409, 2025 Report dated February 18, 2025 from Mikayla Tinsley, Senior Policy and Planning Analyst, Regional Planning and Housing Services, seeking adoption of MVRD Development Cost Charge (DCC) Waiver or Reduction for Not-for-Profit Rental Housing Bylaw No. 1409, which establishes a waiver or reduction for not-for-profit rental housing for the recently introduced Regional Parkland Acquisition DCC. It was MOVED and SECONDED That the MVRD Board give first, second and third reading to Metro Vancouver Regional District Development Cost Charge Waiver or Reduction for Not-for-Profit Rental Housing Bylaw, No. 1409, 2025. CARRIED It was MOVED and SECONDED That the MVRD Board adopt Metro Vancouver Regional District Development Cost Charge Waiver or Reduction for Not-for-Profit Rental Housing Bylaw, No. 1409, 2025.
