Staff Report to Council Application No.: 7923-0199-00 Planning & Development Report Page 8 o Residential dwelling units along the street frontages have a two-storey townhouse expression with an emphasis on vertical expression and identification of individual units; and o The proposed buildings incorporate publicly accessible open spaces (i.e. public plazas) that are commensurate to the scale of development and located at the street corners. Capital Projects Community Amenity Contributions (CACs) • On December 16, 2019, Council approved the City’s Community Amenity Contribution and Density Bonus Program Update (Corporate Report No. R224; 2019). The intent of that report was to introduce a new City-wide Community Amenity Contribution (CAC) and updated Density Bonus Policy to offset the impacts of growth from development and to provide additional funding for community capital projects identified in the City’s Annual Five-Year Capital Financial Plan. A fee update has been approved in April 2023, under Corporate Report No.R037;2023. • The proposed development is subject to Tier 1 Capital Plan Project CACs which staff will collect at Building Permit stage. A Section 219 Restrictive Covenant to address the Tier 1 CAC requirement was registered on the subject lots as part of Development Application No. 7919-0109-00. • The 80 dwelling units previously secured through a Housing Agreement as part of the original development application (No. 7919-0109-00) are exempt from the Tier 1 Capital Project CACs, Public Art Policy and Affordable Housing Strategy contributions. • The Tier 2 Capital Plan Project CAC requirements were satisfied under Development Application No. 7919-0109-00 through an in-kind contribution (parkland conveyance). Affordable Housing Strategy • On April 9, 2018, Council approved the City’s Affordable Housing Strategy (Corporate Report No. R066; 2018) requiring that all new rezoning applications for residential development contribute $1,068 per new unit to support the development of new affordable housing. The funds collected through the Affordable Housing Contribution will be used to purchase land for new affordable rental housing projects. • A Section 219 Restrictive Covenant to address the City’s needs with respect to the City’s Affordable Housing Strategy was registered on the subject site as part of Development Application No. 7919-0109-00. Public Art Policy • A Section 219 Restrictive Covenant to address the City’s needs with respect to the City’s Public Art Policy was registered on the subject site as part of Development Application No. 7919-0109- 00.
