References for both bidders were contacted and considered during the procurement process. The references contacted confirmed that Associated Fire Safety Group Ltd. provides the required level of consistent service and responsiveness to support high-volume clients in the Lower Mainland that are ofa similar size and complexity for supply and warranty repair work including repair work as may be necessary that would not be captured under warranty. The quotation from Brogan Fire & Safety Limited was less expensive, but they were unable to provide local comparators to validate actual service levels and timelines for warranty work for clients ofa similar size. In addition, Brogan Fire & Safety Limited does not have a local contractor to provide manufacturer approved warranty repair work and other repair work which is a critical service requirement. Brogan’s repair facility is based out of Calgary and all repairs are routed through Coquitlam first before being shipped to Calgary. The lack of a local manufacturer approved maintenance and repair facility potentially impacts the ability to maintain optimal inventory levels while ensuring products requiring repairs are only out of commission for short periods of time.
