K. NOTICE OF MOTION 1. Establishment of an Affordable Workforce Housing Program in the City of Surrey Councillor Elford put forward the following motion to be considered at the next Regular Council – Public Hearing meeting: "That Council direct staff to prepare a report by September 21, 2026 on the feasibility of establishing an Affordable Workforce Housing Program in the City of Surrey, addressing the following: • A review of workforce housing programs operating in other BC municipalities, including program structures, eligibility criteria, funding models, and lessons learned; • An assessment of current and projected workforce housing needs in Surrey, with a focus on essential service roles in public safety and health care; • Identification of potential sites, partnership opportunities with BC Housing, health authorities, and non-profit housing societies, and available Provincial funding programs; • Consultation with key stakeholders, including the Surrey Fire Fighters' Association, Surrey Police Service, and Fraser Health Authority; and • Preliminary program options and a recommended implementation roadmap for Council's consideration.
