Staff Report to Council Application No.: 7922-0112-00 Planning & Development Report Page 7 ▪ The site is relatively flat and an elevator is provided for access to the upper floor and rooftop. o Natural Light & Views ▪ The design includes several windows to provide natural light. o Outdoor Play Areas ▪ The outdoor play areas have been designed to include soft surfaces (grass, rubber, artificial turf) and weather protection; ▪ The lower play area, located at the southwest corner of the site, is accessible via path in order to avoid conflict with the parking lot, and the rooftop play area includes weather protection and different play options; and ▪ The applicant will be required to demonstrate compliance with the Fraser Health licensing requirements. PUBLIC ENGAGEMENT • Pre-notification letters were sent on August 1, 2025, in addition to the public engagement that was conducted for the initial proposal. To date, staff have received no responses from the public notification. DEVELOPMENT PERMITS Form and Character Development Permit Requirement • The proposed development is subject to a Development Permit for Form and Character. • The proposed development generally complies with the Form and Character Development Permit guidelines in the OCP and the Surrey Child Care Guidelines, as detailed above. • The building materials include fibre cement lap siding, board and batten panels, and brick veneer to enhance the building entrance. The building promotes an attractive pedestrian interface, with landscaping along the properties frontage, significant glazing elements, and an artistic pillar feature in a vibrant yellow to enhance visual interest. • The proposed building is attractive, well-designed and provides an appealing addition to the neighbourhood.
