Staff Report to Council Application No.: 7922-0277-00 Planning & Development Report Page 3 o A Housing Agreement to secure all 98 dwelling units as market rental housing for a period of 60 years.  Following the Regular Council – Public Hearing meeting, the applicant approached City staff to discuss the potential for additional market rental dwelling units on the subject site through adding one storey to the proposed building. Staff are supportive of the proposal given the built form is appropriate for the neighbourhood context and will allow for the construction of much needed market rental housing.  City staff are seeking Council endorsement of the following proposed changes to the application, as outlined in this Additional Planning Comments Report: o Bylaw Introduction and set a date for Public Hearing for an OCP Text Amendment to permit a higher density in the "Multiple Residential" designation; o Rescind Second and Third Reading of Rezoning Bylaw No. 21255, grant Second Reading to the amended CD Bylaw No. 21255 (CD 204), and set a date for Public Hearing; o Rescind Second and Third reading of Housing Agreement Authorization Bylaw 21256 and grant Second Reading to the amended bylaw. Should Council grant Third Reading to Rezoning Bylaw No. 21255, as amended, Council may consider granting Third Reading to Housing Agreement Authorization Bylaw No. 21256, as amended; o Amend the in-stream Development Permit to allow for the construction of a six-storey apartment building with a total of 119 market rental dwelling units; and o Council pass a resolution to amend the Guildford Plan to redesignate the subject site from "Townhouse" to "Low to Mid Rise Residential" and introduce an east-west lane along the southern lot line.  All other aspects of the original development proposal presented to Council at the Regular Council – Public Hearing Meeting on May 27, 2024 remain unchanged.
