Staff Report to Council Application No.: 7922-0112-00 Planning & Development Report Page 4 Context & Background • The subject site is located along the south side of 64 Avenue between 132 Street and 134 Street, adjacent to Panorama Ridge Secondary School. The property is zoned Urban Residential Zone (R3) and designated Urban in the Official Community Plan (OCP). • Development Application No. 7922-0112-00 was initially introduced to Council on May 1, 2023. The application proposed a Rezoning and Development Permit for Form and Character in order to facilitate the development of a two-storey child care facility for 146 children, which included underground parking. The Development Permit received Approval to Draft on May 1, 2023 and the Rezoning received Third Reading on May 15, 2023. • The applicant subsequently submitted a revised proposal to replace the underground parking with surface parking, which resulted in a broader redesign of the project. • The proposed changes comply with the CD Zone (Bylaw No. 20940) currently at Third Reading, however the revised design differs from what was previously considered by Council. • The applicant has indicated that the revised proposal would allow the facility to accommodate approximately 120 children. However, final capacity will be determined based on meeting legislative and zoning requirements, such as providing sufficient outdoor play space, parking, and compliance with the BC Building Code. DEVELOPMENT PROPOSAL Planning Considerations • In order to accommodate the revised proposal, staff are seeking Council endorsement to draft the Development Permit for Form and Character based on the updated design.
