4. Better manage the multiple uses of the City-owned waterlots and wharves to balance the needs of multiple user groups by regulation of: a. Public recreational fishing; and b. Shared usage of public docks and the waterfront; 5. Formalize the City's existing transient, recreational moorage program by establishing the locations where moorage is and is not allowed, and establishing the permitted means of mooring vessels; and 6. Allow for the costs of unauthorized obstructions or waste removal to be allocated to the responsible parties who contravened regulations.
