Staff Report to Council Application No.: 7922-0195-00 Planning & Development Report Page 2 RATIONALE SUMMARY The proposed nine-unit townhouse development, which includes the relocation, adaptive re-use, and maintenance of the Currie-Johnson House as a dwelling unit, received conditional approval on September 9, 2024. Staff support the proposed amendment to HRA Bylaw, 2024, No. 21325, to facilitate the replacement of exterior wooden windows with vinyl replicas on the east and south facing elevations of the Currie-Johnson House because these elevations are not highly visible from 60 Avenue or 173B Street and the impact to the heritage value of the house is negligible. RECOMMENDATION The Planning & Development Department recommends that: 1. Council rescind Third Reading of Surrey Heritage Revitalization Agreement Bylaw, 2024, No. 21325 that was granted by Resolution No. R24-1733 at the September 9, 2024, Regular Council – Public Hearing meeting. 2. Council amend Surrey Heritage Revitalization Agreement Bylaw, 2024, No. 21325, as shown in Appendix A. 3. Council consider Third Reading of Surrey Heritage Revitalization Agreement Bylaw, 2024, No. 21325, as amended. 4. Council instruct staff to resolve the following issues prior to Final Adoption: (a) resolution of all engineering requirements to the satisfaction of the General Manager, Engineering (Appendix II of Initial Planning Report dated July 22, 2024); (b) submission of a road dedication plan to the satisfaction of the Approving Officer; (c) approval from the Ministry of Transportation & Transit under File No. 2024-02926; (d) resolution of all urban design issues to the satisfaction of the Planning and Development Department; (e) submission of a finalized landscaping plan and landscaping cost estimate to the specifications and satisfaction of the Planning and Development Department; (f) submission of a finalized tree survey and a statement regarding tree preservation to the satisfaction of the City Landscape Architect; (g) the applicant satisfy the deficiency in tree replacement on the site, to the satisfaction of the Planning and Development Department; (h) provision of cash-in-lieu contribution to satisfy the indoor amenity space requirement of the RM-30 Zone, at the rate in effect at the time of Final Adoption; (i) registration of a volumetric right-of-way for public rights-of-passage over the publicly accessible open space (corner plaza) within the site; and
