It was Moved by Councillor Bains Seconded by Councillor Kooner That Council: 1. Receive Corporate Report R040 for information; 2. Authorize the City Clerk to introduce Official Community Plan Bylaw No. 21900, as generally described in the report, for the required readings; 3. In accordance with Section 477 of the Local Government Act [RSBC 2015], after first reading of the OCP Bylaw, the City must do the following in the indicated order: a. Consider the proposed OCP Bylaw in conjunction with: i. The City of Surrey Financial Plan; and ii. The Metro Vancouver Integrated Liquid Waste Resource Management Plan and Integrated Solid Waste and Resource Management Plan; b. Authorize staff to refer the OCP Bylaw to the Agricultural Land Commission for comment; and c. Set a date for the related Public Hearing; 4. Subject to Third Reading being given to the OCP Bylaw, authorize the City Clerk to submit the Regional Context Statement forming Part G – Appendix G2 of the OCP Bylaw to Metro Vancouver for acceptance by the Metro Vancouver Board of Directors; 5. Subject to acceptance of the Regional Context Statement by the Metro Vancouver Board of Directors, authorize the City Clerk to bring the OCP Bylaw forward for Final Adoption; 6. Subject to Final Adoption of the OCP Bylaw, repeal City Policy O-51 Density Bonus Policy – Major OCP Amendments and Tier 2 Community Amenity Contributions; 7. Subject to Final Adoption of the OCP Bylaw, approve a new City Policy O-64 Community Amenity Contribution Policy for Official Community Plan Amendments, as described in the report; and 8. Subject to Final Adoption of the OCP Bylaw, repeal the following neighbourhood concept plans by rescinding the following resolutions: a. Resolution No. R13-2280 approved at the October 28, 2013 Regular Council –Public Hearing meeting authorizing Aloha Estates Neighbourhood Concept Plan;
