Planning & Development Report
Page 2
RATIONALE SUMMARY
The proposed development of a 44-storey mixed-use tower with commercial, office, hotel and
residential uses was granted conditional approval in September 2023 and amended in March 2025.
Staff support the proposed revisions to the in-stream application to slightly reduce the scale of the
development (from 44 to 42 storeys) and secure all 444 residential dwelling units as rental in
response to current market conditions.
RECOMMENDATION
The Planning & Development Department recommends that:
1.
Council file Housing Agreement Authorization Bylaw No. 21555.
2. Council authorize staff to draft the amended Detailed Development Permit No. 7923-0013-
00 for Form and Character generally in accordance with the attached drawings (Appendix
A).
3. A Bylaw be introduced to enter into a Housing Agreement and be given First, Second and
Third Reading (Appendix B).
4. Council instruct staff to resolve all subject conditions outlined in the Additional Planning
Comments Report No. 7923-0013-00, dated February 24, 2025 (includes original Planning
Report No. 7923-0013-00 dated September 11, 2023) (Appendix C) prior to Final Adoption.
DEVELOPMENT PROPOSAL
•
The applicant is proposing to amend the draft Detailed Development Permit No. 7923-0013-00
and introduce a new Housing Agreement to secure all 444 residential dwelling units as market
rental in response to current market conditions.
•
The applicant is proposing to adjust the overall scale and composition of the project to ensure
it remains feasible while continuing to support City Centre policies and objectives. Revisions
include several design modifications to improve the project’s economic viability and urban
design response to the adjacent project to the north, in addition to the conversion of
previously proposed market strata residential dwelling units to rental residential units.
•
The following proposed revisions support the applicant’s commitment to moving the project
forward to construction and delivering the development as an important contribution to
Surrey’s City Centre:
o The residential tenure has been shifted to entirely market rental. The proposal
previously included 376 market strata residential dwelling units and 120 rental
residential units (496 total) with a gross Floor Area Ratio (FAR) of 9.9. The revised
proposal includes 444 rental residential dwellings units with a gross (residential) FAR
of 8.8.
o A reduction in parking spaces from 304 to 240 (reduction permitted within a TOA)
and removal of Level P5 underground parking.
