Staff Report to Council Application No.: 7922-0183-01 Planning & Development Report Page 2 RECOMMENDATION SUMMARY • Council file in-stream Development Variance Permit No. 7922-0183-00. • Approval for Development Variance Permit No. 7922-0183-01 to proceed to Public Notification. • Council authorize staff to draft the amended Development Permit for Form and Character for revised layout and elevations (Development Permit No. 7922-0183-00). DEVIATION FROM PLANS, POLICIES OR REGULATIONS • The applicant had previously requested variances to reduce the building setbacks in the “Multiple Residential 30 Zone (RM-30)” which were supported under the originally proposed Development Variance Permit No. 7922-0183-00. • The applicant is now proposing a Development Variance Permit to further reduce and add new setback variances for Buildings 3, 4, 7, 8 and 9 and the indoor amenity building. RATIONALE OF RECOMMENDATION • Development Application No. 7922-0183-00, which proposes the development of 29 townhouse units, received Third Reading on November 20, 2023. Variances to reduce building setbacks were supported by Council in conjunction with the proposed townhouse development. • The applicant is proposing minor adjustments to their site plan, resulting in requests for additional setback relaxations ranging from 0.1-0.5 metres. Setback variances have also been added to accommodate electrical closets. • The site is somewhat constrained due to its narrow width and sloping grade. The reduction to the existing variances and new variance requests provide a suitable layout for the proposed development. • The proposal responds to the context of the site and addresses Planning comments to elevate unit entrances to be closer to grade and to relocate the indoor amenity area to be beside the outdoor amenity area. The proposed changes are minimal and will not alter the overall quality or design of the development nor impact surrounding properties. • Revisions to the elevations of the proposed townhouse units are considered minimal and do not significantly impact the form and character. The revisions maintain the use of a similar colour scheme, architectural style, and massing.
