Staff will prepare a Terms of Reference for Council consideration which will include the details of membership, duties, procedures and code of conduct protocols. 3. Council will appoint Committee Members that have relevant experience in major capital project design and delivery. 4. A Council liaison will be assigned by Council to the Committee.
