Losing a viable affordable housing proposal can mean a missed opportunity for the community. For comparable non-profit projects, I would apply transparent, consistent criteria covering affordability, community safety, infrastructure, service arrangements, and neighbourhood impacts rather than reject a proposal solely because it is affordable housing.
